The first question is: Why have an image for each number from 000 to 999 (one thousand images)?
It is so that one imagined image can represent a three digit number - and that might be helpful for memorising most of a 4 digit history date; or for learning some kind of numeric password.
I made a 1000 cartoon women system where features of the head represented extra pieces of information - and it was too complicated: the principle is ok but the time it takes to learn the bespoke cartoon faces is too long. So I have decided to make a fresh 1000 women cartoon image system.
Each person represents a vocabulary word. Their surame is that vocabulary word. Each person has one of 100 forenames. The forename matches a 2 digit number; so person 123 can have the forename that matches with 23. The choice of outfit will be one of 100 outfit types. Each outfit type will have 10 women nade who wear outfits which fit that genre.
I can use the 50 outfits article and base people's outfits on those categories. So 20 lots of 50 outfits would come to 1000. People 000 to 009 and people 500 to 509 would follow outfit type 00: actor; and as long as the outfit is consistent with an actor and as long as all 20 faces are distinct from each other then that is OK.

Person 000 matches vocabulary word 'Zero'; so I can think of the first woman as Miss Zero: give a surname to each person that is the matching vocabulary word.
I chose particular facial looks for every 20 people of an outfit type. So the 20th person in an Artist outfit will tend to have a similar face to the 20th person of any other outfit type. I did this to help me recall the faces at the risk of making people too samey.
Outfit 30 is a Spaceman outfit. I add a zero to say that person 300 is in a space outfit and so aret eh next 4 people: 301, 302, 303, 304. And I can add 5 to the 300: 305; and say that person 305 is in a space outfit too; and so are 306, 307, 308 and 309. I can add 500 to any of those ten people and assume that those people are wearing space outfits.E.g. Person 800. Every outfit, in this way, has four lots of five people; and I tend to use the same ethnicity for each of the 20 people: 20 standard ethnicities in a sequence for each set of 20 people.
